The upper Owens near Mammoth or the lower Owens near Bishop? Neither one allows camping on/near the river, but there are campgrounds.

Can't help with the salmon, but depending on how the color line is progressing south and where you are at the time, I would second a drive on the Kancamagus highway. Just don't do it on a weekend or it will be packed with Masshole Leafpeepers.
