Thanks guys, the forecast is only calling for showers, so I expect that wouldn't affect the fish or the roads too much. I actually like fishing in the rain, as long as it's not too cold.

Maybe between the showers and the wind forecast, some of the larger fish will feel safer under the clouds and choppy surface and be more active during the day?

Yes they will, have a great trip. Don't forget to pack some work gloves too, especially if you have to hack some sage and dig. I always carry a pair, for tires, firewood, etc.

Also, the videos I've seen of the UO are mostly of really big fish, over 20," although of course there are many smaller ones too.

Are standard trouty 5wt rods enough, or are heavier-weight rods often used?

Five weights or four weights are fine and even if the wind comes up, you can still cast without too much hassle. As Papa said, roads are dry and you won't need a saw, shovel, or winch to get to the river.
