First off, if that tie by the handle is putting any pressure in the bamboo, untie it. Even a heavy section like that can get a set (bend) in the rod. I would be willing to bet that may be a 6/7 weight rod. Seems to par for the course on rods of that era. If there are enough guides remaining give it a cast. Tape the remaining guides in place string her up and go for it.
If you want to make it a daily fisher check out some things.
1) Ferrule condition- no cracks and fit snug.
2) The sections are no delaminating.
If it is is semi good condition, you can put new guides and tip top on it and fish her. Just watch how far you go. Money can get away for you. Not in parts but, labor. Labor may dwarf the value of the rod. Looks like all it needs is new guides and tip top. H & H guides are approximately $1.50 each with the tip top being about the same.
Hopefully Mike St.Clair will chime in on the rod maker. I have seen that decal somewhere before. I am not sure but, it might be a Montegue (sp?).
I have two rods in various states of repair that have the same handle and seat.
