Why do they allow a crime to go on for months before a bust?
Forest Service just got allocated an additional 40 million (from Sen. Diane Feinsten, I believe) just for dealing with the farms on national Forests in California

These guys plant their goods and leave them for months with only quick trips to fertilize and water their crops at night. Now is harvest time when they are most vulnerable to be caught making in and out rus.
