Unless the rod was a high-end one with an unconditional warranty, there may not be too much hope with the tire tracks.

Did that once with a brand new pair of Korkers. Found one of them...

Alas I did just this after fishing the Madison near West Yellowstone. I was able to recover the rod when I saw it bounce on the pavement in my rear view mirror. The rod survived but the reel was toast.

Hope you find the owner, but if the rod was run over, I suspect it'll be toast also. Of course if it is one of those expensive sticks................I'd have a hard time justifying a claim, but I'm sure worse things have been turned in for repair or replacement.
