Don't do it. You will probably get wet, then get the chills, and maybe contract pneumonia and die.
Better to stay home and wish you would've gone.
Seriously? Fish live in the water and the rain won't bother them at the levels they're currently forecasting it to be. Some of my best days fishing have been in the rain. As long as it isn't a driving rain, you'll find that BWO hatches are more prolific, albeit, it's a bit early in the year for those to be happening on the Upper.
I seriously doubt they'd get enough rain to blow out that section, so you should be okay, but dress for the cold and expect the unexpected.
