It's been coming down hard all night, and hasn't let up at all this AM. I've got my flies, tippet and other stuff transferred from my vest, into my wading jacket. I can hear the rain beating down on the roof. One trib has come up x 16(approaching 900cfs) from earlier yesterday. Mud city. Guess I could tie flies.........

I'd sit down and tie more flies or find something else to do. Why set yourself up for a skunking, unless you need casting practice.
If you do go out, be extra cautious wading and watch for snags and other drifting stuff coming downstream. That stuff tends to sneak up on you and the outcome can oftentimes create a very dangerous situation.

Staying home and tying would have been a better choice. 
Hope you did better than I did. I did find some fish working down stream from where I saw you this morning. You know, down where the bank goes from 6 inches to 6 feet in one step. Never did get a good shot at the fish, but, I did get a good dunking. Still, it was a good morning on the river.

Typically dry creek with some water in it last month.

Boy, can any of you imagine what the lower would look like without the existing dam? 
Can you say 5000 to 7000cfs within the last few days? With it's major trib doing close to 2k( 
)today??? Can almost guarantee you won't even think of getting near it much less flick a fly towards it. Why did I bring this up? Have no clue.
