Not exactly. This was a drive by TU to get the California Golden Trout listed under the Endangered Species Act. Due to political and scientific factors, it is incredibly difficult to get an Endangered listing from NOAA/USFWS these days unless the species is under the threat of immediate extinction. Even with the threat of extinction, it's difficult. And NOAA only turned down the petition for the listing, just like they are doing for hundreds of other species that are imperiled. The days of quick Endangered listings under the ESA are long gone.
And I do love eating cow!!! In fact, if I could catch a prime rib on the fly rod, I surely would NOT be a C&R angler! The last time I tried to catch a cow on the fly he broke me off!

Not for nothing, but NOAA doesn't have any jurisdiction over the Golden Trout.

NOAA/USFWS is the cognizant agency for listing under the ESA. Once they make the list, they most certainly do have jurisdiction over golden trout. In fact, NOAA/USFWS/NMFS (for marine species) are the agencies directing management of the species to the state level to be in compliance with the ESA.

Here is the recent Supreme Court ruling that does indeed affirm jurisdiction to NOAA/USFWS/NMFS for species listed on the ESA in CA.
