Depends on whether the cone is a tungsten one or a regular brass one. Tungsten weighs about 3X the standard cones which would make the smaller fly weigh more if tied with a Tungsten cone. You also didn't specify if the coned-fly has any sub body lead wrappings. With a regular brass cone, the top fly would weigh more in all liklihood, but I'd weigh them with my powder scale to definitively confirm that.
