It's an important tool, if fairly cumbersome in its application. It's a standard technique up here, any time populations are threatened, whether low water, weak returns, overfishing or others. It works because the process is streamlined and quick enough to do some good. I have concerns that the CA version will be so slow to enact, the barn door will be closed after the horse is over the horizon.

I'll be interested to see how this unveils, if in fact, they do close fishing on effected watersheds. I think it's a good thing, but how effective will the notification be.

The lower section of my home river has been closed for over a year. No official closure, but when it's DRY, as in no water whatsoever, it would make sense it's closed to fishing. I don't believe I've ever seen it dry up, in 57 years of living close to it. :sad:
