The actual closest fishable river for steelhead is probably the Russian, and there are some in the Yuba, Feather, and a few that use the American, but all of the fishables will be up North, to the best of my knowledge. Maybe a died in the wool steelhead junkie can correct me if I'm wrong, but I've not fished anything South of the Russian that contains a legally fishable run.
